Procedure for legalization of foreign documents for Ukraine

The procedure of making foreign documents valid on the territory of Ukraine comprises the following stages:

  1. Certification of the document by the state authority of the country of origin, authorized to confirm its authenticity.
  2. Certification of the document in the Ministry of Foreign Affairs of the country of the documents origin.
  3. Certification of the document at the Consulate of the country of the documents origin on the territory of Ukraine.
  4. Certification of the document by the Department of Consular Service of the Ministry of Foreign Affairs of Ukraine.
 

Procedure for legalization of Ukrainian documents

Here are examples of legalization procedures for the most popular documents.

Legalization procedure for certificates issued by Civil Status Registration Offices:
  1. Certification by the department of justice of the region it was issued.
  2. Certification by the Department of Consular Service of the Ministry of Foreign Affairs of Ukraine.
  3. Certification by the Consulate of the country where the certificate is going to be used on the territory of Ukraine.
NB!
It is not required to certify the documents issued in the USSR by the regional department of justice.
 
Procedure for legalization of Internationally Recognised Diploma:
  1. Getting a cover letter from the university that issued the diploma.
  2. Certification of the above letter in the ministry that manages this university.
  3. Certification of the document by the department of justice of the region where it was issued.
  4. Certification by the Department of Consular Service of the Ministry of Foreign Affairs of Ukraine.
  5. Certification by the Consulate of the country where the diploma is going to be used on the territory of Ukraine.
NB!
There is no procedure for the legalization of Ukrainian diplomas of the domestic use, so they are legalized through a notarized copy or notarized translation.
 
Procedure for legalization of notarial documents:
  1. Certification of the document by the Ministry of Justice of Ukraine.
  2. Certification of the document by the Department of Consular Service of the Ministry of Foreign Affairs of Ukraine.
  3. Certification of the document by the Consulate of the country where it is going to be used on the territory of Ukraine.
 

Ukrainian documents that are not subject to legalization

A number of documents are not subject to consular legalization; they are originals, copies and photocopies of the following documents:

  • Domestic passport;
  • International passport;
  • Driver’s license;
  • Car registration certificate;
  • Military ID;
  • Employment record book;
  • Authorization to possess weapons, and others.
NB!
You can legalize the above documents by making an Affidavit with a notary and filing them as attachments to the Affidavit.
